The shelter, a combination effort between MTSU and the Heart of Tennessee chapter of the American Red Cross, is designed to hold 425 people. The first busload arrived at 11:30 a.m., followed by a second around 1:45 p.m. By 4 p.m., the shelter had a total of 231 people.
